The Challenge
A UK Metropolitan Council managing 18,400 on-street parking spaces and 42 car parks (total 8,200 spaces) wanted a unified smart parking platform — providing real-time occupancy, dynamic pricing, Civil Enforcement Officer (CEO) digital workflow, and payment processing. PSBAR accessibility, UK GDPR for vehicle/driver data, Traffic Management Act 2004 compliance, DVLA KADOE (Keeper at Date of Offence) integration, and GOV.UK Pay integration were mandatory. Budget: £80,000.
Our Approach
Real-Time Occupancy and IoT Sensor Integration: On-street sensors: Telensa wireless sensors (parking bays — occupied/vacant), LoRaWAN network (low-power, wide-area — cost-effective for 18,400 bay sensors). Multi-storey car parks: CCTV-based vehicle counting (Sievert AI counting system) + ANPR on entry/exit (licence plate recognition → occupancy count). Data pipeline: AWS IoT Core (LoRaWAN sensor data) → Kinesis Data Streams → DynamoDB (real-time bay status) → REST API (mobile app and signage display). Dynamic Pricing Engine: Variable parking tariff based on occupancy: when bay occupancy in zone exceeds 85%, tariff increases by 20% (demand management — following BPA guidance on dynamic pricing). Tariff adjustment schedule: minimum 15-minute intervals, maximum 3 tariff changes per day per zone. Traffic Management Act 2004: tariff changes must be pre-notified on parking order amendments for on-street. Digital signage: variable message signs (VMS) updated automatically with current tariff — PSBAR-compliant character size and contrast. Civil Enforcement Officer Digital Workflow: CEO mobile app (React Native): bay status from IoT sensors (occupied/vacant/time-limit), PCN (Penalty Charge Notice) issue on mobile, photographic evidence capture (date/time-stamped CCTV standard metadata), DVLA KADOE integration (keeper address lookup for PCN dispatch), and CCMS (Contravention Challenge Management System) case management. DVLA KADOE: CEO app uses DVLA KADOE API to retrieve keeper address from vehicle registration — addressed PCN issued digitally. GOV.UK Pay and Parking Payment Integration: GOV.UK Pay: park payment (tap and go) and PCN payment. ANPR-linked payment: pay-by-phone registration cross-referenced against ANPR record — overstay detection automated. SLA: parking payment API < 3 seconds response time (PSBAR performance standard). Refund automation: overpayment refund (paid for more time than used) automated via GOV.UK Pay refund API. Monthly reconciliation: GOV.UK Pay export → council finance system (automatically reconciled).
The Results
Platform live at 14 weeks, £74,000 — under budget. On-street sensor network: 18,400 bays instrumented. CEO digital workflow: PCN issue time 4.2 minutes → 1.8 minutes. PCN challenge success rate: 12% → 6% (better photographic evidence). Dynamic pricing pilot (3 zones): average occupancy 91% → 78% (demand spreading to adjacent streets). GOV.UK Pay adoption: 84% of parking payments digital (target: 70%). PSBAR: zero non-compliances.
