Step 01

The Challenge

A UK FCA-authorised commercial motor insurer with 4,200 fleet policies needed to build a telematics-based fleet risk platform — providing real-time driving behaviour scoring, dynamic premium adjustment, and fleet manager dashboards. FCA ICOBS (usage-based insurance disclosure requirements), UK GDPR for vehicle location and driver behaviour data (special category implications for employee monitoring), and MID (Motor Insurance Database) integration were the requirements. Budget: £110,000.

Step 02

Our Approach

Telematics Device Integration and Data Pipeline

OBD-II telematics devices (Geotab, Samsara, Lytx): CAN-bus vehicle data stream via device cloud API.

Data points per trip

GPS coordinates (1-second intervals), speed, acceleration/braking g-force, cornering g-force, engine RPM, idling time, and driver ID (if fleet card integration active).

Data pipeline

device cloud webhook → SQS → Lambda → PostgreSQL (TimescaleDB extension for time-series).

Batch processing

daily trip scoring computed overnight.

Driving Behaviour Scoring Model

Composite risk score (0–100 per trip): weighted algorithm: harsh braking events (25%), harsh acceleration (15%), speeding violations (30%), cornering (15%), night driving proportion (10%), trip distance (5%).

Fleet score

90-day rolling average.

Score validation

back-tested against claims data — high-risk scores correlate with claims at 3.4x rate of low-risk scores.

FCA ICOBS

scoring methodology disclosed in plain English to fleet manager.

Dynamic Premium Adjustment

FCA ICOBS usage-based insurance: premium adjustment based on telematics must be disclosed at policy inception.

Premium calculation

base premium × telematics adjustment factor (0.75–1.40).

Quarterly review

score-based premium adjustment applied quarterly with 30-day notice.

Adverse adjustment protection

  • FCA Consumer Duty — premium increase &gt
  • 15% triggers mandatory fleet manager contact before application.

MID update

any policy change triggers MID update via ABI/DVLA MID submission.

UK GDPR Employee Monitoring Architecture

Employee telematics data is personal data.

Legal basis

legitimate interests (road safety, vehicle security) with DPIA.

ICO employment practices guidance

employees must be informed about telematics monitoring (privacy notice), data minimisation (location data retained for 90 days, trip summary retained for 7 years), and purpose limitation (not used for HR performance management — only insurance risk).

Driver data separation

  • insurer sees fleet-level aggregated data
  • fleet manager sees driver scores but not individual trip locations.
Step 03

The Results

Platform live at 16 weeks, £102,000 — under budget.

Fleet risk score adoption: 3,400 of 4,200 policies telematic by end of year 1.

Claims frequency (telematics fleet): 28% lower than non-telematics equivalent portfolios.

Average premium reduction for good-score fleets: 12% (competitive advantage vs market).

FCA ICOBS audit: usage-based insurance disclosure reviewed and confirmed compliant.

ICO employee monitoring audit: data minimisation and purpose limitation confirmed compliant.

Client Testimonial
28% lower claims frequency on telematics fleet policies. The underwriting case is clear. The ICO audit on employee monitoring was our biggest concern — the data minimisation architecture held up. Driver score data visible to fleet manager but individual trip locations not visible to insurer — that boundary was critical for the audit." — Chief Underwriting Officer, UK Commercial Insurer (name withheld)
