The Challenge
A UK FCA-authorised commercial lines insurer targeting SME businesses (1–50 employees) with a £280M SME premium portfolio needed to build a digital SME commercial insurance platform — allowing SMEs to get instant quotes online, purchase policies digitally, and manage claims. FCA ICOBS commercial lines, FCA Consumer Duty (SME customers are treated as consumers for most commercial lines products), Employers Liability Compulsory Insurance (ELCI) regulations, Insurance Act 2015 (commercial lines), AML (MLRs 2017), UK GDPR, and PCI-DSS SAQ-A were mandatory. Budget: £150,000.
Our Approach
SME commercial insurance
employers liability, public liability, professional indemnity, commercial property, and cyber insurance.
Quote engine
12-question online application (SIC code lookup — Companies House, employee count, turnover, premises type, sum insured) → instant rating (actuarial rating model loaded from underwriting configuration — adjustable by underwriting team without deployment).
Bind
- customer pays → policy issued → Employers Liability Certificate generated (legally required — must be displayed at premises) → documents emailed (GOV.UK Notify).
- Same-day cover: SME commercial insurance can be bound and certificated within 10 minutes of application.
Insurance Act 2015 and Fair Presentation of Risk
Insurance Act 2015 replaced Marine Insurance Act 1906 for commercial lines.
Key change
duty of fair presentation (commercial policyholders must disclose all material circumstances — broader than consumer duty to disclose).
Digital application
- every question has a "why we ask" tooltip (Insurance Act fair presentation education — helps SMEs understand what is material).
- Pre-contract warranty review: warranties are now treated as conditions (Insurance Act — breach of warranty only voids cover from date of breach, not from inception).
Platform
warranty conditions clearly stated and confirmed at application.
Policy language
plain English — Insurance Act requires clearer policy documentation.
ELCI Certificate Management
Employers Liability Compulsory Insurance (ELCI)
Regulations 1998
every UK employer must hold ELCI and display the certificate.
Digital ELCI certificate
generated at point of bind (PDF with QR code — links to live policy status check), emailed to policyholder, and uploaded to Employers Liability Tracing Office (ELTO) database (legal requirement for all UK ELCI providers — must register policies with ELTO within 30 days).
ELTO API integration
automated ELTO policy registration on each ELCI policy bind.
ELTO search
former employees can search ELTO to trace former employer's ELCI (important for asbestos and industrial disease claims).
SME Claims Digital Triage
Claims FNOL (First Notice of Loss): online claims form (incident type, date, brief description, supporting documents — photos, police report).
Claims triage
- simple low-value claims (public liability below £5,000 — no injury, clear liability) → automated acceptance + same-day payment offer.
- Complex claims → claims adjuster assigned.
Claims tracking
- policyholder can see claims status, adjuster notes, and estimated settlement timeline.
- ABI (Association of British Insurers)
Claims Register
fraud screening at FNOL — claims checked against ABI Claims Register (known fraudulent claimants, duplicate claims).
FCA Consumer Duty
- claims handling is a key Consumer Duty outcome — average time from FNOL to settlement <
- 10 working days target.
The Results
FCA ICOBS compliance confirmed.
Platform live at 20 weeks, £138,000 — under budget.
SME online quotes: 84,000 in first 6 months.
Conversion rate (quote to bind): 28% (industry benchmark: 18%).
Policy bind to certificate: < 10 minutes.
ELTO registration: 100% automated.
Claims FNOL to settlement: 7.4 days (target: < 10 days).
FCA Consumer Duty review: confirmed compliant.
Fraud detection: 1.2% of FNOL flagged by ABI Claims Register (industry benchmark: 0.8% — slightly elevated on digital channel, expected).
Policyholder NPS: 74.
“28% quote-to-bind conversion versus 18% industry benchmark. Certificate in under 10 minutes. ELTO 100% automated. Claims 7.4 days to settlement versus 10-day target. FCA Consumer Duty confirmed. 84,000 SME quotes in 6 months from a standing start. The Insurance Act 2015 fair presentation work — the duty of disclosure education throughout the application — reduced disputes at claims. SMEs who understood what was material made better disclosures." — CEO, UK SME Commercial Insurer (name withheld)”
