The Challenge
A UK commercial vehicle operator with 320 HGVs needed to replace three separate fleet management systems (GPS tracking, tachograph management, and fuel management) with a single integrated platform. Drivers' hours compliance (EU Drivers' Hours Regulations), DVSA digital tachograph requirements, and UK GDPR for driver location data were the primary compliance requirements. UK GDPR right to access for drivers (employees have the right to see their own location data) added architectural complexity. Budget: £95,000.
Our Approach
IoT Architecture
- MQTT protocol for vehicle-to-cloud telemetry (low-bandwidth vehicle connectivity).
- AWS IoT Core (eu-west-2) for message ingestion.
- Kinesis Data Streams for real-time telemetry processing.
- PostgreSQL for structured fleet data.
- TimescaleDB extension for time-series GPS data (1-second position updates for 320 vehicles = 27.6 million data points per day).
DVSA Tachograph Integration
Automated tachograph data download requests via Continental VDO API.
Infringement detection
EU Drivers Hours Regulations (Regulation (EC) No 561/2006 as retained in UK law).
DVSA reporting
weekly infringement summary by driver and vehicle.
UK GDPR for Driver Location Data
- Legitimate interest basis documented (fleet management, drivers' hours compliance, road safety).
- Privacy Notice provided to all drivers at employment start.
Right to access
driver portal enabling each driver to view their own historical location data.
Data retention
28 days raw GPS, 12 months tachograph data (DVSA minimum).
Fuel Management Integration
- CAN bus integration for fuel consumption data.
- Fuel card transaction API (Fleetcor UK).
- Fuel efficiency reporting by driver and route.
- CO2 emissions calculation for UK Streamlined Energy and Carbon Reporting (SECR).
The Results
Single platform deployed at 14 weeks, £88,000 — under budget.
DVSA tachograph compliance: 100% of vehicles downloading within 28-day window (previously 62% compliant).
Driver infringement rate: 18% reduction in first 3 months.
Fuel efficiency: 4.2% improvement (driver behaviour coaching enabled by real-time data).
UK GDPR audit: zero findings.
Three drivers exercised right of access — all requests fulfilled within 24 hours (UK GDPR requires within 1 month).
“Three systems became one and our drivers actually trust it — because they can see their own data. The DVSA tachograph compliance went from a weekly headache to something we never think about. The UK GDPR implementation, particularly the driver access portal, was genuinely thoughtful." — Fleet Director, UK Commercial Vehicle Operator (name withheld)”
