The Challenge
A UK Housing Association with 12,400 shared ownership properties and 8,400 staircasing customers needed to build a digital resale platform — replacing a manual, paper-based shared ownership resale process that took 22 weeks on average. Homes England SOAHP compliance, RICS Red Book valuation integration, HMLR lease extension, UK GDPR for shared owner personal data, CML (Council of Mortgage Lenders) disclosure requirements, and the Leasehold Reform (Ground Rent) Act 2022 were the requirements. Budget: £90,000.
Our Approach
Shared ownership resale process
existing shared owner gives 8-week nomination period to Housing Association (HA has first right of refusal to find a buyer at RICS valuation), if HA cannot find a buyer → shared owner can sell on open market.
Digital workflow
nomination notice (digital) → RICS Red Book valuation (automated instruction + report receipt) → HA marketing period (8 weeks — listings on HA website and portal) → sale progression (solicitor instruction, mortgage valuation, exchange) → completion (HMLR registration).
RICS Red Book valuation for shared ownership
independent RICS surveyor values property at market value, HA purchase price calculated at owner's share percentage.
Automated surveyor instruction
ClickMasters integrated with TerraFirma (valuation panel management) API — instruction generated automatically on nomination notice received.
Valuation report upload
surveyor uploads PDF report to platform → AI extraction of key figures (market value, HA share value, recommended sale price).
Valuation dispute
owner can dispute within 21 days (RICS dispute resolution process).
Homes England SOAHP Compliance
Homes England SOAHP (Shared Ownership and Affordable Homes Programme): HAs receiving Homes England funding must report shared ownership sales, staircasing transactions, and resales to Homes England.
Digital platform
automated Homes England data extract (sale price, buyer income, buyer tenure, completion date) in Homes England DELTA format.
Annual SOAHP compliance report
generated automatically from platform data.
Homes England audit
every transaction record available for audit with supporting documents.
Leasehold Reform Act 2022 Ground Rent Integration
Leasehold Reform (Ground Rent)
Act 2022
ground rent for new leases capped at zero (peppercorn) from 27 June 2022.
Shared ownership leases
all new shared ownership leases since June 2022 must have peppercorn ground rent.
Platform
- lease ground rent field validated at property onboarding — any ground rent >
- £0 on post-June 2022 lease flagged for legal team review.
CML Disclosure of Incentives
buyer mortgage lender disclosure form generated automatically at sale completion.
The Results
Platform live at 16 weeks, £82,000 — under budget.
Resale process time: 22 weeks → 11 weeks average.
Nomination period utilisation: 68% of HA nominations resulting in HA-sourced buyer (previously 45%).
RICS valuation instruction: automated — previously 3-day manual process.
Homes England SOAHP reporting: automated.
Leasehold Reform compliance: 100% flagging of non-compliant ground rents.
Customer satisfaction (shared owners): 4.2/5 (previously 2.4/5 — paper process was a major complaint driver).
“22 weeks to 11 weeks average resale time. Customer satisfaction from 2.4 to 4.2 — the paper process was destroying the shared ownership experience. 68% HA-sourced buyers versus 45% — the digital marketing period works. Homes England reporting automated. Leasehold Reform compliance 100% flagging. The RICS valuation automation alone saved 3 days per transaction." — Director of Home Ownership, UK Housing Association (name withheld)”
