UK FE college (18,000 learners, 840 staff, GBP28M ESFA funding) needed cloud-native platform replacing Moodle 3.x and paper ILR reporting. ESFA ILR (F/ILR/2425/1), Ofsted CIF, ESFA Funding Rules, UK GDPR, ICO AADC (16-18 learners), PSBAR WCAG 2.1 AA, Cyber Essentials Plus. Budget GBP100,000.

ESFA ILR Automation
Monthly automated ILR submission (R01-R14): learner ULN, demographics, learning aims, employment outcomes, achievements.
ESFA Learner Register API
- ULN verification before submission (invalid ULN = funding recovery risk).
- At-risk dashboard: low attendance, no engagement, poor outcomes flagged for early intervention.
Ofsted CIF Digital Evidence
- 1learner journey evidence (anonymised case studies from platform data),
- 2real-time attendance (Ofsted inspectors review patterns),
- 3SAR data (pass rates, achievement rates, satisfaction),
- 4observation records (lesson observations with Ofsted graded records),

Learner Portal and AADC
AADC compliance (16-18 learners under-18): behavioural analytics off by default, social features opt-in.
Portal
- timetable, attendance logging, learning resources (Moodle LTI 1.3), assignment submission (Turnitin LTI 1.3), bursary management (16-19 Bursary Fund eligibility check).
- Attendance target 90% (ESFA funding condition) -- automated alert to personal tutor.
Mandatory ESFA Condition of Funding
learners without Grade 4+ GCSE English/Maths must continue studying. (1) Initial diagnostic assessment, (2) Functional Skills or GCSE resit allocation, (3) progress tracking, (4) AQA/Pearson/OCR EDI submission (exam entry, grade processing), (5) automated Condition of Funding compliance report.
