The Challenge
A UK local planning authority (18,000 planning applications per year, 84 planning officers) needed to modernise their planning application service -- replacing a legacy Idox Uniform system. GDS Service Standard (17 points), GOV.UK One Login (applicant authentication), GOV.UK Pay (planning fees -- GBP234 for householder, GBP578 for full), GOV.UK Notify (decision notifications), DLUHC Planning Portal API (national planning portal integration), ODP (Open Digital Planning) standards, UK GDPR, WCAG 2.1 AA, Equality Act 2010. Budget GBP140,000.

Planning Application GDS Journey
- GDS one-thing-per-page planning application: 42 questions covering application type (householder, full planning, listed building, prior approval), site details (UPRN from Ordnance Survey AddressBase, site boundary upload), proposal description (free text + category), supporting documents (site plan, floor plans, design access statement), ownership certificate (land ownership declaration), and fee calculation.
