The Challenge
A UK Build-to-Rent (BTR) operator (4,200 apartments across 14 developments in 8 UK cities) needed a lettings management platform -- covering AST digital tenancy, deposit protection (TDS), Right to Rent GOV.UK verification, MEES EPC compliance, and tenant portal. Deregulation Act 2015 (Section 21 reforms), Renters Rights Act 2025 (abolition of Section 21 no-fault evictions), TDS (Tenancy Deposit Scheme) API, GOV.UK Right to Rent check, MEES EPC Register API, HMRC SDLT (stamp duty on lease premiums), UK GDPR, WCAG 2.1 AA. Budget GBP130,000.
Our Approach
Renters Rights Act 2025 Compliance
Renters Rights Act 2025 (Royal Assent expected 2025): significant change to UK residential lettings.
Key changes
- 1Section 21 abolition (no-fault eviction ends -- landlord must use Section 8 with grounds),
- 2fixed-term tenancy abolition (all tenancies become periodic -- rolling monthly or weekly),
- 3tenant right to have pets (landlord must give serious consideration, cannot unreasonably refuse),
- 4landlord database (new national database of private landlords -- mandatory registration),
- 5in-tenancy rent increases (annual increases only, 2 months notice, linked to market rent).
ClickMasters BTR platform
built for Renters Rights Act from day 1 -- periodic tenancies, Section 8 grounds workflow, pet request workflow, landlord database API integration.
TDS Deposit Protection API
TDS (Tenancy Deposit Scheme): one of UK's three government-authorised deposit protection schemes.
TDS API integration
- 1deposit registration (within 30 days of tenancy start -- TDS API POST -- tenancy details, deposit amount, tenant details),
- 2prescribed information (tenant receives prescribed information about deposit -- GOV.UK Notify automated -- legally required within 30 days),
- 3end of tenancy dispute (tenant disputes deduction -- TDS adjudication service),
- 4deposit return (landlord agrees return amount -- TDS API deposit return -- funds released within 10 days),
- 5deposit replacement product (Reposit -- tenant pays weekly fee instead of lump sum deposit -- TDS equivalent).
ClickMasters BTR
- all 4,200 tenancies on TDS API -- zero manual deposit registrations.
- GOV.
UK Right to Rent Digital Check
GOV.
UK Right to Rent
landlords must check all tenants have right to live in UK before tenancy starts.
Digital Right to Rent check
- 1UK citizens (GOV.UK Right to Rent digital service -- GOV.UK One Login P9 -- tenant shares digital proof of status),
- 2settled/pre-settled status (UKVI online service -- share code -- landlord enters share code on GOV.UK check service),
- 3biometric residence permit (BRP -- online check via GOV.UK),
- 4manual check (physical document for those without digital -- passport, driving licence),
- 5Right to Rent audit log (all checks logged with outcome -- landlord must retain for tenancy duration + 1 year).
ClickMasters BTR
automated Right to Rent workflow integrated with GOV.UK digital check service.
MEES EPC Compliance and BTR Portfolio
MEES (Minimum Energy Efficiency Standards) for
BTR
- 1EPC minimum E (from April 2018 -- all new lettings),
- 2EPC D (from April 2027 -- all existing lettings),
- 3EPC B (from April 2030 -- commercial, residential from 2035).
BTR MEES platform
- 1EPC Register API (current EPC per property -- rating, expiry, recommender),
- 2portfolio MEES forecast (which BTR properties will require EPC upgrade -- and when?),
- 3improvement modelling (what investment needed for EPC uplift -- fabric first: insulation, glazing, then
MEP
- heating, ventilation), (4) contractor management (improvement works programme -- contractor procurement, scheduling, completion tracking), (5) EPC reassessment booking (once improvement works complete -- book EPC assessor, track new rating).
- MEES compliance is a BTR investor covenant requirement for institutional BTR funds.

The Renters Rights Act is not a threat to BTR operators.
It is a competitive advantage.
Institutional BTR built to Renters Rights Act standards is what tenants want: long-term, secure tenancies, professional management, no arbitrary eviction.
The operators who invested in compliant technology before the Act came into force will have a 12-month head start on private landlords who are still running on paper and spreadsheets. -- Head of Resident Experience, UK BTR Operator
